It seems like you frequently block sockpuppets accounts from Wikimedia Commons, and when you block an account, Elcobbola blocks the blocked account's ability to editing own talk page.
I ask, why does Elcobbola block the ability to edit one's own talk page? I think there are several perpetrators who are accused of abusing multiple accounts who are aware of their mistakes and will not repeat their mistakes, so these people need to apply for unblocking via their own talk page, but with the condition that they have good faith and do not violate Wikimedia Commons terms and conditions in the future.
